They did this for the UK last month for my unused alt account, I sold an item shortly after receiving the promotion and earned the £15 off, but didn’t receive the coupon until iirc the end of the time it gave you to sell an item that qualified. It eventually appeared in the my ebay → messages section of the app and also as an email.
To give an idea on time, i sold the item 14th Aug, Received the coupon to use on 22nd Aug.
I was also wondering the same thing as you at the time because i could not find any information about when you would receive it. Hope this helps! 
Edit: Forgot to mention if your promotion has a minimum spend limit to use it, you don’t have to spend it on one item at for example $50+, you can fill your basket with smaller cost items from multiple sellers, as long as the total comes to $50+. I was originally unsure if it would work but i used my coupon to fix a few holes in my sealed booster pack collection by purchasing 7 packs adding up to just over £50 total.

$10 for a Russian reverse seems pretty good to me, given how I’ve heard they’re hard to find.

Definitely time to buy the cards I was talking about.
Speaking of which, Millotic SIR dropped below 100 bucks, Latias is still on a downwards trend, Lillies determination SIR dropped from 150 to 92 in a month along with some other cards from that set, Blastoise and Venasaur SIR’s dropped and even some cards from destined rivals are also dropping.
My Picks: Journey together: Lillies Clefairy, N’s Zoroark, Ionos Bellibolt
Surging Sparks: Millotic (Still recommend you watch for further drops)
Temporal: Biancas Devotion, Walking Wake, Gouging Fire
151: Blastoise, Venasaur
Mega Evolution: Lillies Determination SIR, I feel like everything here is adjusting properly so whatever your gut feels like. (I personally want Mega Absol and Mega Latias but you can decide)
That’s my personal picks for what to buy for modern singles, but I want to hear some others opinions!

Anything Mega Evolution is probably just going through the correction phase that new sets encounter. The set has been out for two months now and a lot of cards are flooding the market after returning from PSA grading so it stands to reason why they’d drop. You also have a lot of eyes on Phantasmal Flames right now. Personally, I’m waiting for the Mega Gardevoir ex and Mega Latias ex SIR to drop more as I love those two.
The other SV sets and even some SwSh got caught up in the boom earlier this year and shot up massively. Given the high pops, it’s no surprise these are correcting hard as well. Yes, they’re desirable cards and lovely arts but they’re not exactly scarce either. I’m hoping to pick up the Gardevoir ex from Paldean Fates and the rest of the Gold Cards from Crown Zenith.
