Do you guys think meganium will be the prerelease for the next set or is this kind of a continuation from the unseen forces bayleef? We still dont have a venusaur yet do we?
I will leave that for the others in the thread. Sadly my pre release knowledge is pretty much zero lol

Pre-release promos for the next English set [SV07] will be based on cards in SV7 Stellar Miracle, which hasn’t been revealed yet
If Meganium or Venusaur is in the set, it has a chance of being a pre-release promo especially if it is playable. This only applies if they are Uncommon or Rare cards i.e. not ex
I’m not aware of any correlation between pre-release promos of different English sets

If I remember right, I think the article was referring to staff versions. Normal prerelease cards should be readily available
