Sealed victory medal packs question.

For the 2006/2007 Japanese victory medal packs I am under the assumption each pack contained 2 silver and 1 gold victory medal. But I am unable to find a source that can confirm this or the original information that lead me to believe this. Can anyone confirm this or correct me if I’m wrong. Thank you!

Here’s the sealed 2006/2007 medals. There’s only one in each. The L-P promos had multiple in each pack
