20 copies online at once is a lot compared to other promos that are known to have a 1000 total distributed.
Corocoro terrakion had a 2000 card distribution and there’s one beat copy on eBay now
Exact amount is not known publicly, but it’s definitely not 1000 … Otherwise it’d be extremely difficult to find …
Not every visitor purchased the PokéPark Premium Files … Graded POP doesn’t really indicate anything regarding how many cards were actually produced (as mentioned before, that’s private data and none of us have access to that data) …
This thread was made most likely because this sentence from Bulbapedia (without any supporting bibliographic source) that affirms that it’s likely that 1000 units of each PokéPark Premium File were made …

Surely if there are only 312 graded that means the card itself is limited to 300 copies total because of course we have to adjust for regrades.
Considering that the vast majority of collectors probably don’t know this card exists, and only recently being pumped by the gram, having 300 copies graded already to me means that it had a pretty high print number
Seems that he’s still active on Bulbapedia … In these cases what you can do is writing in their “talk” page asking where did he get that there were only 1000 units
I don’t work for Bulbapedia … I work for WikiDex (Spanish Wiki) … I try to include as many sources I can (as bibliography) … I even use threads from this forum as bibliography

I get the spirit of using the pop report, but look at it this way:
A common set card may have millions printed, but 0 or 1 total graded.
An Illustrator allegedly had 39 distributed but way more than that graded.
So some cards have 0% graded and some have effectively 100% graded. The Rayquaza is somewhere in between and that is the only conclusion you can draw from that.
On another note - available currently listed on ebay isn’t perfect either. Some cards are held in private collections for a long time, or being held to sell when value increases. Maybe it’s a card people value more than the market does - thus “only 20” are listed for sale. Again, all that means is there could have only been 20 distributed, or 10,000+
