This is one of those “shouldnt have been printed” cards, so imo its one of those “whatever someone pays” scenarios

Why shouldn’t this card have been printed? What am I missing here?

STAFF-stamps were discontinued after the Nov. 2020 Vivid Voltage set (source), and returned with the Silver Tempest set of Nov. 2022 (source).

Having said that, they did ship out STAFF stamped cards in Europe for most of the missing sets of 2020-2022 in early 2023, including the Lucario above (source).

So it’s primarily the Battle Styles; Chilling Reign; and Fusion Strike STAFF-stamped prerelease cards that are very rare and hard to find (minus maybe the Chilling Reign Cinderace, which was found in some pre-release kits as factory error).

Evolving Skies is one of those five sets that had their STAFF-stamped cards distributed in early 2023:
