One copy of the game in each language (back in the days when you have only one language in each cartridge) to make sure I can play in any language.
Or all the instruction pamphlets showing you how to download your movie distro in theaters, starting from the first movie they gave this out (Aurora Ticket from M7) and moving on:
Once you have a new rule in mind, you start up a new collection. Simple.

Literally making a living dex to store in Pokemon HOME is as a pure collection endeavor as any I think

But definitely also non TCG cards, particularly Cardass Zukan. Possibly something like Pokémon Battrio pucks as well.
Non TCG stuff for sure like Carddass. But more importantly, postcards and Japanese phone cards. I feel that these both would really scratch the itch and has a great combination of great art, great release history and even rarity if you go for the really limited ones. So a mix of everything for everyone.

The beautiful thing about Pokémon is, that there are so many different ways to enjoy this hobby and different things to collect.
I for myself am also collecting the video games (not only Pokémon but those are a major part of it), which I think is also very popular. But you could also collect plushies, postcards, sleeves, playmats, figures, non-TCG cards, …
There are also a lot of niche items, I recently started collecting the pins of the Pokémon Centers, because I visited a lot of them and think most of them are really well designed.
I don’t really collect much else related to Pokémon. I enjoy it, of course, but collecting the cards feels like something entirely different to me. I still have some old plushies and figures from my childhood, though.
This is not to say collecting plushies, figures or anything else is not collecting either, I just don’t share the same bonds with them personally. Ultimately you can collect what ever you are passionate about.
Personally, If I couldn’t collect the cards, I’m not sure I’d collect anything else Pokémon related. I can’t say for certain, but I’d probably move on to a different hobby altogether or maybe something like Yu-Gi-Oh!, Dragon Ball, or Digimon cards instead.
There’s just something about cards in general that makes them so appealing to collect. My mum used to collect cards from old TV shows like Buffy the Vampire Slayer and Stargate SG-1, and she still has binders full of them to this day.
As for other interesting things to collect if Pokémon cards weren’t an option, I’d suggest Pokémon coins. They tie in closely with the TCG anyway, and there’s a lot of similar history there to enjoy.

If you are into the history and origin of the Pokémon TCG I recommend collecting many of the original items from the early days in Japan specifically. There are tons of slept on items that are very cool.
Things like Pokémon center news pamphlets, trainer magazines, official binders, Charizard mega battle official tournament book, can badges from the first tournaments, official vintage card boxes for both Japanese and English releases, 3rd anniversary and 5th anniversary promo items. These are just to name a few.
And if you just wanted to stay on the English side there are many rare and niche WotC items out there as well..
