Well this card was handed out at the Battle road Spring 2005 event as a participation prize. Battle Road Spring took place across 7 different venues and at each venue there was a team Rocket one day battle/double battle where you could use cards from the newly released Team Rocket B / W half decks, along with the cards from the Team Rocket Strikes Back expansion packs.
So yes, all you had to do was make a deck using the appropriate cards and participate in a single or double battle and you were awarded the Persian 053/PCG-P promo card.
