Pokémon Web cards could be purchased online in packs of ten. The cards were packaged in clear plastic with a barcoded cover card featuring the set logo as opposed to traditional foil boosters. Due to card packs being distributed online only, and due to their use in playable format at the time, cards from this set can be hard to find.Thats what bulbapedia says about the release of this set,which is placed as a main set in the website.Everything said about this set reminds me of promotional product,i mean it doesnt even have a booster box,packs of 10 designed as promotional packs with no pokemon featured on them and only distributed online which has never been done again on any main set as far as i know…I am a set collector and dont know if i sould go after it or not…its pretty rare and expencive,ive only seen 2 completed on ebay,one last year around 500 usd and theres one availiable now for 2200 which is ridiculous
It was a mass produced set released and sold. Because it was sold publicly I would say that it does not fall under the promo category. Whatever you consider the VS series this would fall under the same category. To me that would be a main set.
Anyway if you like it pursue it. I think it has a good mix of reprints from sets and is generally underrated.

I consider it a main set. You still have packs with random cards and you can buy them at will (from a single distributor). Also the totality of japanese sites put web into the main set category
