How does PSA determine which pokemon cards they will grade?

I just received a bulk return of cards and it appears that PSA currently does not grade Japanese Bandai Carddass Vending Series GOLD & SIlVER but they DO grade Japanese Bandai Carddass Vending Series 1st Gen. No one from The Charizard Network, who seem to know a lot about the prisms and vendor charizards from these sets, has any idea why that is - just that PSA doesn’t have the second vending in their database. I was wondering if anyone knows as to what the deal is with that.

For reference is a card they will grade, and a card they currently will not:
1st Gen 1999 P.M. JAPANESE BANDAI - CARDDASS VENDING SERIES 5 186 Charizard-Prism

Thanks. Was pretty happy with most of the grades, was just a lil surprised to learn about the Gold & Silver vending series being currently upgradable. Apparently these were graded from G&S but then PSA stopped…
