Reminds me a bit of the HGSS ditto non holo rare but its not quite it 
Perhaps I went through the list of Sugimori’s cards too quickly but I got excited when I saw Blaine’s Moltres. I know it’s not your favorite Molrtes but I was close!

The background does have a similar vibe indeed. But no, that’s not it. It’s also not really water-themed (tip 1), unless you see Ditto as a liquid and water is also a liquid. Bit of a stretch, although nice out-of-the-box thinking, haha.
Tip 2.5: It’s not a Ditto.

Yep, well done! The illustrator Yusuke Ohmura is a lot like Ken Sugimori. He did a lot of character designs when Ken Sugimori was absent, which were used in a similar matter for TCG cards (on top of a generic background).
