I like the card sleeves idea, you could put your store name on it to advertise forever. The only problem is if you make a huge amount then the supply is also huge. You need to work out whether people as collectors will pay for exclusivity only or whether they will be happy to pay a good markup for the exclusivity it already holds.
The best way to add exclusivity and worth is by making it rare. Hows this for an idea::
You go willy wonka on this shit. Each year you run a golden ticket scenario. For every 10$ someone spends in your shop they get an entry to a draw to win one of five golden tickets (a classic yugioh card encased with an envelope sized piece of the foil. Your still selling stuff so should still be within ebay rules.
And the profit is actually more sales in your shop as opposes to selling the shit directly. If after the first lot goes out people resell it for crazy amounts then you can cash in by selling it yourself. Worth a try i rexkon. For a big seller like yourself, you have the stock to support it.
Also this could be varied in many ways. However by doing this you could get the public to create the market for you.
i feel that it’d be hard to sell as a novelty, which is in my mind anything arty that could be made from it. i really really like the sleeve idea, but, as i doubt you’d be able to get Ultra pro to do a minor run of custom sleeves with custom materials, i feel that the quality of the sleeves would not make them a key selling point if done. id leave it as is or cut it into smaller sheets to increase their affordability to the average customer, thus increasing the market and reducing the bulk cheapness
edit: i also like the before mentioned “golden ticket” idea, especially how long you could do it for in small amounts with such a large roll
This is really a hard question. Can’t really do much with this other than sell them piece by piece like most people with the Pokemon Packs like the Base Set, but that is mainly the only thing you can since it will cut down the cost of cutting it prefect to be some cards sleeve or even frame it, I am sure people will pay but not pay the extra money to have it pre-framed since some people will not like the frame you pick out for it. I will have to agree with Areestee just do a good size of it and just sell it as it is. Just sleeve it up and sell it to some people so it doesnt get abused and people make fake cards and sell them as if they are real.
Maybe just sell it collecters on here or other sites that are more about collect than making fake card. Anything else to me will be a money waste. It is a cool item to item but as a seller you want to make the most of it.
You will need to sell it bigger than the ones are from the cards because once your market goes up people will see it and blindly cut up their yu-gi-oh cards and act like they have the same thing and end up selling them which will not damage your market as much since their little holo will have a piece of paper on the back which will be funny to see once those go up.
I would say the only good idea is cutting pieces and selling them. Other stuff will be a money waste

Framing background is the only way I could see collectors getting into the product, the real question is do you make a listing allowing custom options for people to request, or do you pre make the cuts. Personally I would do @shiningmew example and fill the white space for 3 and use the inside cuts as singles. I would also do a five for exodia, and if possible a 20 (off the top of my head) for LOB holos.
Other then background framing I can’t see anyone really get into the product unless you happened to find a sheet collector who wanted it as a whole.
BTW don’t enter me into the giveaway. I’d rather give others a better chance at winning.

The best, easiest to sell idea, is in my opinion framing cards with the foil as a background.
You should sell it like fabric (by the feet). You set a minimum (like if the entire sheet is 100ftx10ft), you can sell it a minimum of 5ftx10ft and in 5ft increments. You won’t have any scrap and you can maximize the sheet tailored to your buyer’s wants. Now the real question is, how much would you charge per 5ftx10ft

Put it up on ebay and sell it as a whole (someone would sweep it off right away)

I agree with elam18, you really are only going to do well with it just selling it in pieces. people on etsy will definitely buy it to use in their projects. you do run the risk of people using it for counterfeit but there is nothing you can do to prevent that if you are going to sell it at any capacity so I wouldn’t worry about it.
before someone blows up over that, anyone can just buy one of the framed cards and use the foil from there or any other method.

I have to say, I think the best idea would be to keep it intact. Seems like an extremely rare item that shouldn’t be cut apart, tho I wonder if anyone would be interested in buying it

Cut into small squares and frame them, sell those
Laminate and sell as a playmat (should be able to buy some blank playmats and then glue the laminated foil to the playmat) I think that would be a really sweet idea, as you’re selling to an entire playerbase as opposed to just some people who want a cool trinket.
Cut and use to cover binders (probably needs some crafting knowledge) but I think a card binder with that foil would be super sweet for collectors.
