EX Team Rocket Returns Theme Deck - Variant Version

Hi all! I just noticed that there are two versions of English EX Team Rocket Returns Theme Decks: North America and International. Does anyone know if the cards inside are different?

My EX Team Rocket Returns Theme Decks says “For sale outside of North America and Japan”. Then I found another version that says “For sale only in North America” at the bottom of the decks.

The back of the decks are also different. Notice the lower left hand corner which I circled in red:

This is the North America Version

This is the International version:

Obvious packaging differences.
You seem to miss the ‘pokemon-tcg.com/int’ url. That’s the most obvious reason they did two. So European/Oceania players would land on a website with relevant information for their region. And honestly, I think this is the only reason why they did two different package prints.

Besides that, it’s quiet common that the Nintendo Seal is missing from non-game products in Europe anyway. These days they don’t even add it to their non-game packaging any more.
