I think it has a lot to do with what is the norm with the particular set. With jungle, base set, fossil, ect. 75% of the cards pack fresh has moderate to considerable silvering. It’s just an effect of the manufacturing at the time. I agree cards like this shouldn’t be PSA 10. I’m about ready to send off a Gold Star Treecko with considerable silvering and am very curious as to how it grades. I’ve seen PSA 10 Treecko with silvering on Ebay.
Silvering and bowing doesn’t affect the grade except as a tiebreaker. It’s always been that way.
im pretty sure there are pristine 10’s from those sets with silvering on the BGS side so its not just PSA
