There is no singular “Pokemon TCG community” these days. E4 is just one of many. Hundreds of pockets on Reddit, Instagram, and Facebook alone, and then you’ve got other sites like Pokebeach that often discuss card collecting.
If you got banned from one or two, it wouldn’t take much for an individual to make a new account/username somewhere else and start life in a new world. It’s like a bad isekai anime, except you don’t even need to get hit by a truck to be given a second chance in life!

Permanently shunned? Probably nothing. Maybe PSA triggering a detonator that blows up every slab.
The closest we’ve seen and probably will ever see is Akabane. He is a founding father of Pokemon and the scandal doesn’t reach some circles of the hobby so there will always be some that overlook or are unaware of the controversy to hit permanent shunning status. Still the scale that he fell from grace really isn’t repeatable.
The actual answer: doing bad things while not owning cards that people desire.
