Can a scratched foil possibly get a 10 or 9?

I have a base set to neo genesis binder, got about 30 holos, if I look at them without a flashlight they look great and you can’t see any problems. So I assume they’re the ‘better’ scratches.

Upon close inspection there are thin scratches, some one, some many, I’m not using jewelers loupes just a small flashlight with a light on the side of to illuminate the card, so I assume they will see the flaws even better than me, but I can see them with the light, and they grade tougher than ever now I read.

Is there even a point sending in a scratched foil, slight tiny white spots on back cards (the majority of my 1st ed holos and holos)?

If it’s going to come back psa 6 or 8 nobody seems to want them, I’d do 9 of course.
