Are graded Pokémon cards to be imported as "playing cards"?

A recent invoice from FedEx has claimed an additional 10% safeguarding duty - something which I’ve not seen before. When queried, FedEx responded that the goods have been “cleared using the tariff for playing cards, 9504400000”, which as can be seen here requires this 10% safeguarding duty to be applied.

Pokémon cards are obviously really modern things to collect, but I’m wondering if cards which have been graded by PSA should still be regarded as “playing cards” or if they should fall into some other category?

For reference, these safeguarding duties were introduced in June 2018, however I’ve somehow managed to avoid this duty thus far.

I was arguing with Fedex about that same threatining about half year ago. They double checked it and after all I paid 24% VAT + customs fee+ Fedex import service fee + 10% addional fee for playingcards. My order was worth around 4k so I ended to pay around 1700 addional fees. I have never used their services since that and prob will never use. Usually I do customs clearance by myself,when I import graded card I always use the tarrif code wich is for Collectibles and for stuff like that. Never had a problem or addional fees by that way. I can’t handle a graded card as a playingcard, it is nonsense.

Edit:+ buying trought GSP won’t add that extra 10% addional fee, so I guess it is Fedex Who is doing wrong.

Wow, that sounds ridiculous! I have not had any experience of this additional fee (that I can remember). I’ll have to go back and check the old invoices to be sure. I’ll get another invoice from fedex soon as well…

Fedex is the absolute worst for fees. I get an envelope after every international delivery and only use them on exceptional sales.

If someone has a declaration term that works around their petty charges feel free to post. Even on $100 invoices/sales they still charge, on top of postage 2-3 times already higher than usps.

Don‘t use the Tariff code for playing cards! I also had issues as this tariff code has a cap in regards to the value. So when I shipped a $20k+ package to PSA Fedex objected and said with this tariff code such a high value is not allowed / possible.

Since then I always use code 4911.99.8000 Which is printed pictures and photos.
This is the tariff code Fedex recommended me and I never had an issue even with high value packages.
