At this point that is most likely the case. Still no Dark Sylveon V in Japanese either. I don’t see Japan printing these cards this late in the game.
I’ve been finding really really cheap singles of celebrations at card stores for my binder. I know it’s been a minute but I’m having fun completing this set in this way
